A Community Celebration to Welcome Carroll Community College’s Fourth President
With more than three decades of progressive experience in the community college sector, Dr. Mince brings her ample expertise in academic and student support, strategic planning, institutional research, and online learning to Carroll Community College. She looks forward to collaborating with students, alumni, faculty, staff, and community partners to continue the College’s long tradition of fostering a vibrant, inclusive, and innovative environment for all.

FAMILY & FRIENDS ACTIVITIES
2 – 4 p.m.
Bring your family & friends for an afternoon of free fun! Enter through the main entrance of The Kahlert Foundation Campus Center (A Building) for all activities except where noted.
- Raffle Tickets: Participate in events to earn raffle tickets for a chance to win a basket of Carroll swag and gift certificates, which can be used for tuition at Summer Kids@Carroll or Teen College camps, or for credit and non-credit classes. Raffle winners will be announced at 3:45 p.m. (Limit one winner per family.)
- Kindness Walk: Join Dr. Mince for a walk around campus. Get to know our new president and learn more about the College while getting your steps in. Meets in Naganna Center for Innovation (K Building) lobby.
- Stuff a Lynx: Kids can stuff their own Carroll Lynx plush toy.
- Kids Crafts: Design an Origami Game, decorate Kindness Bookmarks, and more.
- Sports Fun: Enjoy soccer and volleyball with Carroll Lynx athletes and coaches.
- Meet Lightning: Say hello to Lightning, the College mascot.
- Refreshments: Enjoy free pigs in a blanket, veggie cups, cupcakes, cookies, water, and juice throughout the afternoon.

Meet Dr. Mince, enjoy free hors d’oeuvres & drinks, and celebrate arts & culture at Carroll. All events below are free to attend.*
- Community of Kindness Art Show: Join Dr. Mince in the Babylon Great Hall to enjoy this art exhibition celebrating the positive and collaborative spirit of our community. The featured art, created by participants of this year’s Carroll County Women’s Conference, will be on display to commemorate Kindness Week Worldwide (Nov. 9 ̶ 16). Art show is hosted in partnership with Action For Kindness.
- Phantom Narrative IV: Tour with Dr. Mince our dark art exhibition, located in the Scott Center Art Gallery (T-308). Phantom Narrative is a biennial group exhibition showcasing the work of artists from across the U.S. and beyond who explore unseen forces and ephemeral experiences, creating artworks that are haunting, beautiful, and often surreal.
- The Mousetrap: Finish off the evening by enjoying Carroll Community College’s production of Agatha Christie’s The Mousetrap, the world’s longest-running play. Experience this classic murder mystery that thrills audiences with its plot full of twists and turns. Rated PG-13. *Free tickets will be given out at 6 p.m. in the Great Hall; doors open at 7 p.m.; play begins at 7:30 p.m.
Hors d’oeuvres & drinks include taco bites, crab balls, veggie & cheese trays, mac & cheese balls, cheesecakes, dessert cups, water, mocktails, and a cider toast.

About Dr. Rosalie V. Mince
Dr. Rose Mince boasts an impressive 35-year career focused on advancing community colleges. With 18 years of senior-level administrative experience, she exemplifies a strong commitment to educational leadership and innovation.
Since joining Carroll Community College in 2017, Dr. Mince brings a wealth of experience and a strong commitment to higher education leadership. She joined Carroll Community College in 2017 and served in various leadership positions, including Associate President, Provost, Vice President of Academic and Student Affairs, and Dean of the Faculty. Throughout her career, Dr. Mince has demonstrated a deep dedication to student success, academic excellence, and community engagement. Dr. Mince oversaw the college’s academic and student support areas, strategic planning, institutional research, and online learning.
Dr. Mince is actively involved at both regional and national levels, having previously chaired the Maryland Council of Community College Chief Academic Officers and championed statewide transfer initiatives. Additionally, she has served as a national peer reviewer for the National Institution for Learning Outcomes Assessment in Excellence awards and the Bellwether Futures Assembly awards, and she sits on the board of the National Council of Instructional Administrators. Her contributions have also extended to the Middle States Commission on Higher Education as a peer reviewer. In 2024, she was honored as one of The Daily Record’s Maryland’s Top 100 Women, recognizing her impactful leadership, community service, and mentoring.
Prior to her time at Carroll, Dr. Mince held various roles at the Community College of Baltimore County (CCBC), including adjunct faculty, full-time faculty member, program director, division chair, associate dean and dean. She was responsible for leading CCBC’s nationally acclaimed learning outcomes assessment initiatives, freshman transition programs, and advancements in distance learning and instructional technology. Her efforts significantly contributed to the development of nationally recognized programs aimed at enhancing student learning and success in both Developmental Education and General Education redesign.
Dr. Mince earned her Ph.D. in Human Development with a concentration on Learning Theory from the University of Maryland, College Park. She also holds an M.S. in Physical Education with a concentration in Teaching Behavior from the University of North Carolina at Greensboro and a B.S. in Physical Education from the University of Maryland, College Park, with K-12 Teacher Certification. A respected presenter and author, Dr. Mince has contributed multiple articles to esteemed academic journals. With her extensive experience and unwavering dedication, she is well-positioned to guide Carroll Community College toward continued excellence and growth.

The exercises installing a new president constitute the highest level of academic ceremony for a college or university, and those participating in the procession will wear academic regalia.
Audience members should dress as they wish and in such a way that they will be comfortable participating in whatever activities they have planned for the day.

We will communicate directly with delegates as they RSVP. The installation ceremony is Friday, November 22, 2024. As a delegate, you will take part in the academic procession that precedes the ceremony.
Delegates should plan to arrive by 9:15 a.m. Please wear or bring your academic regalia. The procession will form at 9:30 a.m. College staff will be on hand to assist you in lining up in order of the date of the founding of your institution.
The procession begins at 10 a.m. with the ceremony commencing immediately after. We invite you to join the reception in the Babylon Great Hall following the ceremony.
