Carroll Hires New Athletics Director
On June 24, Mark Winkel was named the new Athletics Director at Carroll Community College. He officially becomes the second athletics director in the program’s history, succeeding Bill Kelvey after his five years of service in the position as the original architect of the Athletics program at the College.
Mark looks forward to supporting the student-athletes, coaches and staff to make the Lynx as strong in the classroom as they are on the field. “I want to thank Bill Kelvey for his great efforts to start athletics at Carroll and create a foundation with which to build from.”

Mark brings an impressive résumé to his new role as Athletics Director. He had previously served as the Manager of Sports Information and Game Day Operations for six years at Howard Community College. In his time at Howard, Mark showed great success in the improvement and advancement of many of the game day operations. His responsibilities included supervision of game day staff, managing all game day operations, promotion of home and away matches, and community engagement to promote all 14 teams at Howard.
While at Howard, Mark also started the first collegiate esports team for a community college in the state of Maryland. (Esports are organized, multiplayer video game competitions.) During his time as head coach, he led the teams to seven conference championships and one national championship. He has served previously on the Board of Directors for the National Esports Collegiate Conference.
Prior to his second stint at Howard, he was the Manager for Sports Information and Game Day Operations at Harford Community College, where he was responsible for game day operations, promotion and community engagement.
Mark graduated from California State University Monterey Bay in 2013 with a Bachelor’s degree in kinesiology and sports management. He earned his Master’s degree in sports management and athletic administration from Southern New Hampshire University in 2015.
