Patricia Davis, Vice President of Administrative Services

Patricia Davis

Patricia Davis serves as the Vice President of Administrative Services at Carroll Community College. In this role, she also functions as the Chief Financial Officer, overseeing key administrative departments, including Auxiliary Enterprises, Facilities Management, Fiscal Affairs, Human Resources, Information Technology, and Risk Management.

She joined the college in 1996 and previously held the positions of Associate Vice President of Administration and Chief Information Officer. Throughout her tenure at Carroll, she has been instrumental in driving the institution’s digital evolution, leading numerous initiatives to foster innovation.

Her leadership has been crucial in developing and managing information systems and services while ensuring students have access to essential technological resources for their academic pursuits.

Ms. Davis holds a Master of Science in Business with a focus on Management Information Systems and a Bachelor of Science in Business Administration, both from the University of Baltimore.


Vice President of Workforce, Business, and Community Education

Dr. Kelly Koermer,Vice President of Continuing Education and Training at Carroll Community College.

Kelly A. Koermer, J.D.

Dr. Kelly Koermer is the Vice President of Workforce, Business, and Community Education at Carroll Community College. In this role, she supervises non-credit workforce development programs, business solutions and contract training, adult literacy, and community education (senior, leisure and personal enrichment) programming.  She began working at the college in November 2021. She also oversees all continuing education operations, including registration, data reporting to MHEC, compliance, student support, along with scholarship and grant administration. Koermer has been appointed by the Governor to the Maryland Manufacturing Advisory Board and she is a member of the Maryland Association of Community College’s Continuing Education and Training affinity group.

Prior to her position at Carroll she was the Dean of Community Education, Business and Applied Technology at Harford Community College for three years, leading credit and non-credit programming. Before Harford Community College, Koermer worked at Anne Arundel Community College (AACC) full-time for 20 years. 

As an experienced administrator, Koermer has served as the AACC Dean of the School of Business, Computing & Technical Studies, Executive Director for the Center for Cyber & Homeland Security Technology and Joint Ventures, Director of Computer Technologies Instructional Programs, the Special Assistant to the Vice President of Learning for the Honors Program, and the Coordinator of the Paralegal, Jurisprudence and Cybercrime programs.

Dr. Koermer holds a juris doctorate from the University of Baltimore School of Law: a bachelor and an associate degree in paralegal studies from Stevenson University.


Vice President of Academic and Student Affairs and Dean of Faculty

Kristie Crumley Executive Team Carroll Community College

Dr. Kristie Crumley

Dr. Kristie Crumley is the Vice President, Academic and Student Affairs and Dean of Faculty at Carroll Community College. She began working at Carroll in 2001 and became a full-time faculty member in 2003. She oversees the Academic and Student Affairs divisions of the College.

She is an enthusiastic educator and collaborative administrator with a student-centered philosophy. She is passionate about student development and engagement leading to the achievement of academic, transfer and career goals.

Prior to her position as Vice President of Academic and Student Affairs, she served in a variety of positions at Carroll including Faculty member, Director of Student Life, Senior Director of Student Engagement and Completion, Dean of Student Affairs, and Associate Provost of Student Affairs and Marketing. Before moving into Student Affairs, she served as an Assistant Professor in the Mathematics Department for 5 years in a full-time position and 2 years as an adjunct professor. Dr. Crumley also developed and served as director of the Hill Scholars Program for 13 years.

Dr. Crumley holds a Doctorate in Management (DM) from the University of Maryland, Global Campus; a Master’s in Education from Western Maryland College; and a Bachelor’s in Mathematics from American University.


Vice President of Effectiveness, Integrity, and Accountability

Michelle Kloss Executive Team Carroll Community College

Dr. Michelle Kloss

Dr. Michelle Kloss is the Vice President of Effectiveness, Integrity, and Accountability at Carroll Community College. In this role, she leads strategic and institutional planning, overseeing Institutional Effectiveness; Institutional Integrity and Compliance; Accreditation; Digital Learning and Media; Disability Support Services; Student Care and Integrity; and Campus Police.

Dr. Kloss began her tenure at Carroll in 2017. Prior to serving as Vice President, Dr. Kloss was the Associate Provost of Assessment and Institutional Effectiveness and Associate Vice President of Curriculum and Assessment in Carroll’s Academic Affairs division; her chief responsibilities were directing the College’s academic assessment, strategic planning, internal and external reporting, curriculum, online learning, and general education efforts, and supporting faculty development and promotion. Dr. Kloss serves as Vice-Chair of the MarylandOnline Board of Directors and sits on the Board of Directors for Quality Matters.

Prior to joining Carroll, Dr. Kloss served as Assistant Dean for the College of Arts and Sciences and Associate Professor for South University, and as Curator of the Maryland Commission on Artistic Property at the Maryland State Archives. Dr. Kloss has taught at several regional institutions including University of Maryland Baltimore County, McDaniel College, and Towson University.

Dr. Kloss holds a Ph.D. and a Master of Arts in Art History and Archaeology from the University of Maryland, and a Bachelor of Arts in Art and Art history from Western Maryland College (now McDaniel College).


Chief Communications and Public Relations Officer

Lisa Slappy

Lisa Slappy serves as the Chief Communications and Public Relations Officer at Carroll Community College, bringing over 20 years of strategic communications expertise. With a passion for education and a commitment to fostering positive internal and external relationships, Lisa plays a pivotal role in shaping the College’s public image and enhancing our community engagement efforts.

In her role, Lisa oversees the development and execution of comprehensive communication strategies that align with the mission and strategic priorities. She is responsible for media relations, crisis communications, internal and external communications, and integrating marketing initiatives that promote the achievements and opportunities available at the College. Her strategic approach to communications blends creativity with data-driven insights, ensuring messages resonate effectively with diverse audiences.

She has successfully implemented several initiatives to increase visibility and strengthen the college’s reputation. Her leadership and counsel have resulted in improved media coverage, enhanced social media engagement, and the development of compelling storytelling campaigns that highlight the impact of our programs on students and the community.

She joined the College in 2022, and prior to this position, she was the Chief Communications Officer at a federal contracting staffing company. She was responsible for planning, executing, reporting on, and managing internal and external communications that increased the company’s brand visibility.

Ms. Slappy holds an MBA and a Master of Science in Management and Public Relations from the University of Maryland Global Campus. She also holds a Master of Science in Administration from Central Michigan University and a Bachelor of Science in Communications from UMGC.
