New Leadership, New Beginnings: The Inauguration of Dr. Rose Mince
On November 22, 2024, Dr. Rose Mince was officially inaugurated as Carroll Community College’s fourth president. The inauguration ceremony was attended by College faculty, staff, and students; representatives from Maryland’s higher ed institutions and organizations; local government officials; and members of Dr. Mince’s family.

Dr. Mince embodies all these qualities. She’s a leader with a clear sense of purpose, a deep understanding of the complexities of education, and a steadfast commitment to this College and its students. She listens—carefully, thoughtfully—and she’s always ready to act decisively when needed. And what I admire most about Dr. Mince is her ability to quickly assess performance, analyze the complexities ahead, and bring people together for ideas, coalesce solutions or new direction, then hone continuous improvements. Dr. Mince understands that the strength of a learning community lies in its ability to unite, work toward a shared vision, and create responsive action to serve the community.
As president, Rose will stand tall, poised to bring strong and visionary leadership to Carroll Community College, insisting, I am sure, that the classroom is a far more important place on the campus than the executive office, and placing teaching and learning at the core of the College’s work.
I had the pleasure of working with Dr. Mince when she chaired the Maryland Council of Community College Chief Academic Officers and championed statewide transfer initiatives. Carroll Community College has always produced good fruit, and we look forward to the important role it will play in helping the state reach new achievement goals under the leadership of Dr. Mince.
Dr. Mince’s presidency is not the beginning of her contributions—it is a continuation of a distinguished career committed to improving the lives of students and aligning higher education with the needs of Maryland. Over the years, I have been fortunate to work with her as a thoughtful leader who understands the heart of the community college mission. Dr. Mince has championed several initiatives to ensure that the pathways from Maryland’s community colleges to Maryland’s four-year institutions are seamless, equitable, and empowering. This work has not been easy and is a constant work in progress, but Dr. Mince has been committed to the work and is a testament to the fact that community colleges are indeed gateways to success.
No matter her official role, my mother has always made an immense investment in the people and the mission of the institution she serves. I have seen the dedication she has brought to Carroll, and I look forward to seeing how she will continue to shape this institution’s future.
