New Leadership, New Beginnings: The Inauguration of Dr. Rose Mince

Dr. Mince at her Inauguration giving speech Carroll Community College

On November 22, 2024, Dr. Rose Mince was officially inaugurated as Carroll Community College’s fourth president. The inauguration ceremony was attended by College faculty, staff, and students; representatives from Maryland’s higher ed institutions and organizations; local government officials; and members of Dr. Mince’s family.

Here’s a sampling of compelling quotes from speakers who came to honor Dr. Mince’s achievement:

As we welcome our new president, we are not just celebrating a change in leadership, but the promise of new beginnings. Our College has always been a place of transformation, where students come to realize their potential, faculty inspire new ways of thinking, and staff work tirelessly to support the success of every individual who walks through our doors. It is about embracing the opportunities that lie ahead, and the challenges we know will make us stronger and more united because we take them on together. Dr. Mince, we look forward to partnering with you to create a future that reflects the values of our College—where we empower learners, change lives and build community. Together, we will make the most of this exciting new beginning.

The next decade will bring challenges like we’ve never faced before. They will require leadership that is not only visionary but adaptable, collaborative, and inspiring. Dr. Mince embodies all these qualities. She’s a leader with a clear sense of purpose, a deep understanding of the complexities of education, and a steadfast commitment to this College and its students. She listens—carefully, thoughtfully—and she’s always ready to act decisively when needed. And what I admire most about Dr. Mince is her ability to quickly assess performance, analyze the complexities ahead, and bring people together for ideas, coalesce solutions or new direction, then hone continuous improvements. Dr. Mince understands that the strength of a learning community lies in its ability to unite, work toward a shared vision, and create responsive action to serve the community.

Dr. James D. Ball President Emeritus, Carroll Community College

As president, Rose will stand tall, poised to bring strong and visionary leadership to Carroll Community College, insisting, I am sure, that the classroom is a far more important place on the campus than the executive office, and placing teaching and learning at the core of the College’s work.

Dr. Sandra Kurtinitis President, Community College of Baltimore County

I had the pleasure of working with Dr. Mince when she chaired the Maryland Council of Community College Chief Academic Officers and championed statewide transfer initiatives. Carroll Community College has always produced good fruit, and we look forward to the important role it will play in helping the state reach new achievement goals under the leadership of Dr. Mince.

Dr. Sanjay Rai Secretary of Higher Education, Maryland Higher Education Commission

Dr. Mince’s presidency is not the beginning of her contributions—it is a continuation of a distinguished career committed to improving the lives of students and aligning higher education with the needs of Maryland. Over the years, I have been fortunate to work with her as a thoughtful leader who understands the heart of the community college mission. Dr. Mince has championed several initiatives to ensure that the pathways from Maryland’s community colleges to Maryland’s four-year institutions are seamless, equitable, and empowering. This work has not been easy and is a constant work in progress, but Dr. Mince has been committed to the work and is a testament to the fact that community colleges are indeed gateways to success.

Dr. Brad Phillips Executive Director of Maryland Association of Community Colleges

No matter her official role, my mother has always made an immense investment in the people and the mission of the institution she serves. I have seen the dedication she has brought to Carroll, and I look forward to seeing how she will continue to shape this institution’s future.

Stephen Mince Son of Dr. Mince

Every time I see an article about what she has done here [at Carroll], I can’t wait to brag, ‘That’s my mom!’ Mom, I’m so grateful for you and I am so proud of you. You deserve this opportunity and I know you will do an amazing job as you do with everything you put your mind to!
