Carroll Community College Welcomes New President

Westminster, MD ─ The Board of Trustees of Carroll Community College is pleased to announce the appointment of Dr. Rose Mince as the institution’s fourth President. Dr. Mince’s appointment follows a unanimous vote by the Board and took effect on July 6, 2024.
Dr. Mince brings a wealth of experience and a strong commitment to higher education leadership. She joined Carroll Community College in 2017 and served in various leadership positions, including Associate President, Provost, Vice President of Academic and Student Affairs, and Dean of the Faculty. Throughout her career, Dr. Mince has demonstrated a deep dedication to student success, academic excellence, and community engagement.
Dr. Mince oversaw the college’s academic and student support areas, strategic planning, institutional research, and online learning. She is engaged at the regional and national levels. She is a past chair of the Maryland Council of Community College Chief Academic Officers and has been highly active in advancing transfer initiatives statewide.

Mince has over 35 years of progressive community college experience. Her expertise includes academic and student support, strategic planning, institutional research, and online learning. Before becoming president, Dr. Mince’s responsibilities included ensuring the viability of credit programs, supervising the recruitment and development of faculty, overseeing the assessment of general education and program-specific student learning outcomes, recruiting, advising, and supporting students, planning and deploying technology resources, maintaining efficient and cost-effective scheduling of classes, and providing oversight to all Institutional Research.
Dr. Mince holds a Ph.D. from the University of Maryland, College Park, with a major in Human Development and a concentration in Learning Theory; an M.S. from the University of North Carolina at Greensboro with a major in Physical Education and concentration in Teaching Behavior; and a B.S. from the University of Maryland, College Park with a major in Physical Education and a concentration in Teacher Certification K-12.
She is a respected presenter and author of multiple articles in esteemed academic journals. With her wealth of experience and dedication, Dr. Mince is poised to lead Carroll Community College toward continued excellence and growth. She is known for her collaborative approach and her commitment to fostering a supportive and inclusive campus environment.

Dr. Mince succeeds Dr. James Ball, who has served admirably as president of Carroll Community College for the past decade. Under his leadership, the college has achieved significant milestones and strengthened its reputation as a cornerstone of higher education in the region.
