Code Blue Emergency Call Boxes

The College has installed several Code Blue emergency call boxes on campus parking lots. Large signs and blue lights mark the locations of the emergency boxes. These emergency boxes place a call to the college's emergency phone line, x8123, and security personnel are immediately dispatched. As an additional safeguard, each call box is equipped with a strobe light that will flash when a message is transmitted. This will enable the responding college personnel to better locate the box from which the call has been placed. If assistance is required in the event of an emergency, go to the nearest call box and follow the instructions printed on the box. A Campus Public Safety and Security officer or a campus administrator will provide assistance. After normal operating hours, calls from the Code Blue boxes are forwarded to the County's 911 Center.

Emergency Notification System · e2Campus

The college has an emergency notification system, e2Campus, that enables time-sensitive information, both emergency alerts and school closings/inclement weather announcements, to be sent to the entire campus community instantly and simultaneously to all registered mobile phones, BlackBerrys, wireless PDAs, pages, and e-mail addresses. Students, faculty and staff are strongly encouraged to register for this service. You can also use FaceBook, Google, Twitter, or any of your favorite social networking sites to receive your messages. Security Escort Service to Vehicles

The college has security presence whenever the college is open. You may request a security escort to your vehicle by contacting the Information Center or by asking a security officer directly.

Personal Panic Alarm Devices

Panic button devices are availbale for issue to faculty, staff, students, and patrons of the college based on individual security needs.    This system is active in all of the college buildings but not the exterior areas of the campus. 

See College Security officers or the Information Desk for more information.  These panic buttons are NOT a direct link to any police department.  Signals from the panic buttons are received in house and Westminster Security, the alarm center.  In-house security officers will respond to the location of the signal and contact  law enforcement authorities as required.  

Emergency Telephones in Each Classroom

Telephones have been placed in each classroom, hallways, and the Student Center. These phones are for the safety of students, faculty, and staff. They have been placed both in conjunction with our Crisis Management Plan, and to offer a higher level of security and safety to the college community.

Signs have been placed on the phones showing the emergency number, x8123. Its purpose is to alert the Campus Safety and Security when there is an immediate, threatening situation.

Security Cameras

The college has security cameras located in strategic locations, both interior and exterior, that can be monitored remotely.

9 Automated External Defibrillators (AEDs)

The college has 9 AEDs placed at strategic locations around campus with approximately 30 certified security and safety officers trained to respond. Flyers are posted on each bulletin board with AED locations. For assistance, call x8123 or 410-386-8123, the College's emergency line.

Tornado Alert/Siren

As part of Carroll Community College’s emergency notification system, the college has installed an outdoor warning notification. A siren will sound in the event of a tornado or other severe weather whenever one should seek immediate shelter. An announcement will also be made over the college's PA system.

In such an event, the campus community should seek shelter immediately in stairwells, interior hallways and rooms, and bathrooms, and close all doors. Stay away from windows and exterior doors and do not open windows. If in a vehcile, get out and seek shelter in a sturdy building. Do not drive or try to outrun a tornado. If a building is not available, a depression such as a ditch or ravine offers some protection.

There is a safety/security guide posted in every classroom on campus that includes emergency phone numbers and procedures in the case of a crisis, accident or injury, or fire.

 

Accident/Injury Procedures

If you see someone who is injured or ill, and in need of medical attention, call 911 or x8123 from a campus telephone. 

If calling 911, advise the 911 operator that you are calling from Carroll Community College, 1601 Washington Road, Westminster. GIVE YOUR LOCATION WITHIN THE BUILDING.

After contacting 911, call x8123 or 410-386-8123 - campus security. Campus security officers are trained first responders and will assist until an ambulance arrives.

Crisis Management

In the event of a violent, catastrophic incident, the following codes and instructions will be used.

Code Red

No one in hallways or open spaces. All students and faculty remain in the classroom. Ignore fire alarm unless you smell smoke, see fire, or suspect imminent danger; then, use common sense - evacuate with care. Stay calm and await further instructions.

Code Blue

Quiet, controlled evacuation from areas designated safe by responding emergency personnel. 

Code Green

It is now safe. Regular activities may resume.

Following these instructions and listening to your instructor in the event of major crisis will keep you and those around you as safe as possible.

Fire/Evacuation Procedures

In case of fire, pull the nearest fire alarm if not already sounded, and exit the building from the nearest exit in an orderly manner and continue at least 200 feet from the building. (When in a safe area and if possible, call 410-386-8123 or x8123 to notify campus security of the area of the fire.) Do not use the elevator. All persons must use stairways. If unable to exit the building, the stairwells may be used as temporary shelter until help arrives. Do not re-enter the building until an "all clear" signal is given by administrators in charge.

Meet your department/class in the same area outside so that a headcount can be taken to ensure that everyone was able to exit safely.

Stairways signed as "Stair Area of Rescue Assistance" are fire protected as dictated by Life Safety Code and are clearly identified. Always let an administrator or emergency responder know of someone in a stairwell.

Theft Prevention

All individuals are advised to not leave valuable articles unattended. Keep important possessions with you and within sight at all times. If a theft should occur, notify a campus security officer or call x8123 as soon as possible. Keep your car doors locked and your valuables out of sight or stored in the trunk of your vehicle.

College Safety Policies

The following are prohibited:

  • Bicycles, skates, skateboards, or mopeds in the buildings
  • Gambling or solicitation
  • Pets (unless used as guide animals)
  • Smoking, tobacco, and smoking products that include but are not limited to cigarettes, cigars, pipes, bidi, clove cigarettes, dip, chew, snuf, and snus. (see smoking policy)
  • Possession of alcoholic beverages
  • Possession of guns, knives, and/or anything that may be deemed as a weapon
  • Possession of drugs or any controlled, dangerous substances
